Proceeding of Consortia Advisory Committee meeting of the NAIP, Component-3 Project on “Developing Sustainable Farming System Models for Prioritized Micro-watersheds in Rainfed Areas of Jharkhand”

 

        First consortia Advisory committee meeting of the NAIP, Component-3 Project on “Developing Sustainable Farming System Models for Prioritized Micro-watersheds in Rainfed Areas of Jharkhand” was held on 7th August, 2008 at 11.00 AM in the Board Room of Birsa Agricultural University. Following members and invited participants were present in the meeting.

    In the absence of Prof. M. A. Mohsin Chairman CAC and Ex. Vice-Chancellor, BAU; Consortia Leader and Vice-Chancellor, BAU chaired the meeting and welcomed the members and briefed the purpose of meeting.

 

           Dr. S. K. Pal, PI, NAIP, presented the overview of project and findings of RRA and the work done so far in the project .He also emphasized the constraints observed in the implementation of the project.

1. He proposed to reduce the number of beneficiaries of live-stock within the  budget because the budget is not sufficient in the project.

2. Movement of the RA in the budget.

 

 Shri S. Sashidharan, Chief General Manager, NABARD suggested that

1.  A copy of presentation should be made available to all the members in advance and role of the committee should be cleared for fruitful discussion.

 2. Jamtara is very much neglected district and there is need for waste land development.

3. He also made a suggestion for district level monitoring team.

4.  Landless farmers should be included in the programme. Same beneficiaries should not be continued for more than two years. Care should be taken, that same farmer could not be benefited from more than one programme at a time.

5. He suggested not to decrease the number of beneficiaries. If fund is not sufficient, a proposal may be submitted for more funds with justification.

6.  The support from other department should be also taken and list of beneficiaries should be made available to other department so that there is no duplicity of the beneficiaries.

 7. The tenant farmers should also be taken care.

 8. Aforestation means are required in Jamtara, the cashew plantation should be popularized.

 10. The chief of the NGO member should attend the meeting so that necessary decision could be taken.

 2. Enquired about how Natural Resource Management (soil and water) work is progressing.

 1. Popularization of tuber crops other than potato which fetches more return.

 2. Dual purpose banana should be popularized.

 3. Floriculture introduction is required with necessary marketing facility.

As desired by the members, all Co-PIs presented their report

Dr.A.K.Singh presented the programme and progress of fisheries component.

Dr.R.K. Singh presented the programme and progress of base line survey and  paddy  cultivation development component.

Dr. A.K. Jaiswal presented the programme and progress of Lac culture component.

Dr. R. S. Pan presented the programme and progress of horticulture component.

Dr. Arvind Kumar presented the programme and progress of Soil Science component.

Dr. S. Tiwari suggested for the popularization of the balanced fertilizer use to the farmers field.

Chief General Manager,NABARD suggested for the issuing soil health card for the farmers. He also suggested chilly cultivation in Jamtara.

Shri Sunil Singh, Director SAMETI suggested that NAIP farmers may visit the farm of Minu Mahto for lift irrigation device innovated by him which may be replicated at NAIP villages.

Shri Sanat Hansda, Progressive Farmer from Dumka, told that the selected villages are at very much remote  places and no govt. official has visited so far, the farmers are very much happy and changes are now visible in the villages.

 Anil Kumar Das, Badlao Foundation, Jamtara suggested that turmeric and ginger production and processing should be popularized in Jamtara.

Amarnath Singh, Agarian Assistance Association, Dumka was satisfied with the progress of NAIP work and all Co-PIs.

 

Dr. A.P. Shrivastava, National Coordinator, NAIP, appreciated the work done so far and suggested that

1. There is lack of coordination among scientists and consortia partners and it needs to be improved.

2. For movement of RAs within and between clusters, transportation allowance/arrangement should be internally managed within the budget provision.

3. Output of work done should be focused in report.

4. Legal issue should be taken care during constructing the water bodies.

5.Duplication of work and overlapping should be avoided .

6. Waste land utilization should be taken care.

7 .Provide inputs to farmers for two years only, then technical support should be provided, select new farmers for input supply so that more farmers can be covered.

    Two Bulletins about the project (one in English and one in Hindi), two bulletins of soil science and one bulletin of fisheries were released by the members of CAC on this occasion.

       Proceeding of  meeting of NAIP, Component-3 Project on “Developing Sustainable Farming System Models for Prioritized Micro-watersheds in Rainfed Areas of Jharkhand” held on 17th October, 2008 at 11.30 am in the Vice-chancellor chamber under the Chairmanship of Dr. N.N. Singh, Vice Chancellor and Consortia Leader.

Following matters were discussed and decision were taken:

Chairman reviewed the progress/ achievement, of the project one by one from each participant. He also asked about the reason of shortfall in progress with possible solutions and assured for giving all kinds of  help.

 

·        Dr. S. K. Pal,  PI, NAIP, BAU informed that tender of earth work is not completed till date.

 

Chairman suggested that:

 •   A committee should be constituted for  completion of   earth  work  through 

    tender.  Committee should include stake holders, village representative  and  

    scientists (2).  PI, NAIP   should  be   the   chairperson  of   the   committee

    Committee  should reserve the right of removal of tenderer if work done by

    tenderer is not  satisfactory.

 

·        Tender document should be prepared and published in News paper for construction of water harvesting structures. Details of earth work should be completed within week. Tender should be completed before 15th Nov. and  work  should  be started by the end of Nov., 2008. Tender should be such that it restrict monopoly of tenderer.

 

·         Dr. A.K. Sarkar, Dean, Agriculture & Co-PI informed that   tender should be valid for one year . Thus committee may be utilized the funds of next financial year. Tender should be finalized by the committee. RA of Agricultural engineering may be included in committee.

 

·        In absence of Dr. S.K. Singh, Co-PI, Animal husbandry, Dr. A.K. Singh, Co-PI, Fishery, gave details of the target and achievement of animal component.

 

 

·        Chairman was concerned about the large gap between target and achievement of animal component, and stressed that allotted fund should be utilized within the stipulated time period.

 

 

·         Dr. S. K. Pal,  PI, NAIP, BAU informed that target is more and fund is less in animal component and improved breeds are not available at time in large number. So we are providing improved bucks and locally purchased females. We are providing Red  Divyan Poultry which is present only in Ranchi.

 

   Chairman suggested that

·        If improved breeds are not available in sufficient quantity regionally you can buy it from other places also.

·        Order should be placed 4-6 months in advance to breed supplier,and then only we can meet our target.

·        Buck to female ratio is very less, you may increase it.

·        We can popularize goat milk and milk powder in the region.

·         As village goats and cattles are feeding forest medicinal plants which  makes its milk nutritious (organic milk). It can fetch good price to farmers if we packed it as organic milk, which requires certification at inventory level.

 

  Dr. A.K. Singh informed that

·        Goat milk idea is a innovative idea. We can do it by making co-operative.

·        If NGO will sell  agricultural produce under NAIP banner in each village, it should generate employment and market facility.

 

 

 Dr. S. K. Pal,  PI, NAIP, BAU informed that

• There is  little quantity of milk produced by goat and farmers are not milching

   it.

•  Meat is a perishable produce. There is need for tender of refrigerated van for

   transporting meat at distant places.

 

 

 Dr. A.K. Sarkar, Dean, Agriculture & Co-PI suggested that

·        If there is hatchery in our Veterinary College, we can produce improved breeds of poultry.

·        Goat demand is more in the region’ so more emphasis is needed.

·         Animal nutrition scientists may operate feed factory in the BAU, campus.

·        Establishment of meat processing plant can generate more employment in the selected areas of NAIP. So we have to establish it in priority basis.

·        Refrigerated van is good for transporting meat form slaughter house. Try to purchase multi purpose refrigerated van.

 

 

 

  Concluding the meeting chairman emphasized that:

·        Give training before starts of any programmes. Training schedules should be prepared and it may be assigned to different organization depending on their expertise.

·        Emphasized more for production of organic milk and foods.

·        First slaughter animal may be identified for meat processing, so that fertility cycle should not be disturbed for increasing animal population. If improved breeds are not available in sufficient quantity regionally you purchase it from other states.

·        Meat  processing units will be given to villagers to run itafter giving proper training.

·        Place tender for refrigerated van and other equipment through CPC.

Er. D.K. Rusia, Co-PI, Agriculture Engineering, informed that:

·        60 farmers started the construction of ditches out of targeted 240 in 3 years and

some of them have been completed. These ditches will harvest rain water which will be used for life saving irrigation in kharif season,2008 and will be used in rabi season 2008-09 for growing  vegetables. But ponds and tanks construction were not initiated till now due to shortage of time and unavailability of machine and early onset of monsoon. But these will be completed after monsoon. 3 wells were renovated and 6 wells are under the process of renovation.

 

Chairman suggested that:

·        Tender should be floated for construction of water harvesting structures as per

 World Bank norms. Tender paper should be prepared individually by Co-PIs and it should be published centrally by NAIP. This process should be completed as early as possible so that allotted money may not lapse at the end of financial year. He advised construction of water harvesting structure as many as possible out of NAIP funds.

Dr. A.K. Jaiswal, Co-PI, IINRG, informed that:

·        Demonstrations of ber & palas tree pruning were done in Jamtara & Dumka district for lac cultivation.

·        5q brood lac of rangini & 1.5q of Kusum will be distributed within one week. These trees were pruned in February.

 

Chairman suggested that:

·        Lac production has decreased in Jharkhand in recent years.

·        Revive technical know how among farmers.

·        Demonstrate lac cultivation in cluster for better results.

·        For increasing lac production in Jharkhand plan your programme with KVK   and provide critical inputs for its success.

Dr.S.K.Singh, Co-PI, BAU informed about the animal husbandry programme:

·        Mass vaccination for cattle, sheep and goat were completed in 4 watersheds. It reduced the mortality rate of livestock’s which is being monitored.

·        Farmers selection for distribution of pig, goat & poultry were completed in 4 watersheds.

·        Poultry will be taken from Divyan for their good quality and pig and goat from RVC & RVC linked farms. Pig, goat & poultry produced in farm household will be redistributed among farmers for its further propagation.

 

Chairman suggested that:

·        Distribution of pig, goat and poultry should be completed as early as possible for enhancing livelihood security of farmers.

·        If good quality breeds were not available in sufficient quantity you can make arrangement for it from out of state like Punjab, Haryana etc.

Dr. A.K. Singh, Co-PI, BAU informed about the progress of fishery development programme:

·        Ponds of the watershed areas are mostly seasonal.

·        Seeds of fish and feed will be distributed within one week. Lime has already been distributed.

·        2 sites were selected for fish cum paddy demonstration.

·        Ducks will be distributed on participation basis.

·        On request of Dy. PD, ATMA, Sri Shivam Thakur, we will try to arrange some fish seeds on concessional price to the farmers which are related to ATMA.

 

Hon’ble Vice Chancellor was satisfied with the progress of fishery component and suggested that:

·        Atleast seasonal ponds should be utilised for fish production this year.

In absence of Dr. Pan, Dr. B.R. Jana informed about the progress of work of horticulture component:

·        During summer season vegetable seeds were distributed among 70 farmers for 10 decimal demonstration area of each farmer.

·        During kharif season 60 kg seeds were distributed.

·        20 sites for 1 acre multitier fruit based cropping system were selected and preliminary works for fruit plantation were completed.

·        Saplings will be distributed very soon.

 

Chairman suggested that:

·        It is not necessary that we should promote our own seed only. Provide farmers with the seed, they preferred. If needed purchase seed from market also.

·        It is necessary to plan for seed production one season well before.

·        Provide seed 15-20 days before sowing to the farmers and monitor that they are being sown by the farmers properly.

·        Co-PI’s should consult with PI and PI can make temporary advance to the Consortia as per need after taking proper approval from the consortia leader.

Dr. Arvind Kumar, Co-PI, BAU informed about the soil management component:

·        400 soil samples were collected from upland, medium land and low land of four watersheds (2 from Jamtara & 2 from Dumka).

·        Lime and biofertilizer demonstration trial in progress in farmers field.

 

Hon’ble Vice Chancellor was satisfied with the activities of soil science and suggested that:

·        Don’t go beyond sowing time for field demonstration.

Dr. R.K. Singh, Co-PI, CRURRS, Hazaribagh informed that:

·        Cluster demonstration for rice, maize, arhar were conducted with the help of ATMA. As ATMA will follow up technology after project completion.

·        6 trainings were conducted on rice at different villages/ cluster.

·        Zero tillage wheat demonstration in one of the mandate of CRURRS for which one zero tillage machine each in Dumka and Jamtara is needed.

 

He also suggested that godown can be renovated for storing inputs in ATMA campus as it is a protected area of Jamtara.

 Chairman remarked that

·        Cluster demonstration is a better approach and requested Nodal Officer, Dr. B.N. Singh for providing zero tillage machine one each in Dumka & Jamtara.

·        He agreed for renovation of godown at suitable place and requested Er. D.K. Rusia for estimation of renovation cost.

Dr. B.N. Singh, Nodal Officer assured for providing zero tillage machine one each in Dumka & Jamtara if there is no fund provision under NAIP.

Dr. S.K. Pal, PI, NAIP  informed Consortia leader that kharif season inputs (seeds & fertilizers, lime, biofertilizers) were distributed well before sowing time.

At the end, Dr. B.N. Singh, Nodal Officer, raised the question, why monthly meeting which was supposed to be held 30th of each month was not continued;  the meeting fixed to be held at IINRG was not held and why technology to be demonstrated at farmers field was not communicated to him properly?

PI, NAIP, informed that meeting could not he held due to some miss communication and he apologized for that.

Chairman suggested that in future such lapses should be avoided.

Concluding the meeting chairman emphasized that:

·        Water resources in the region should improve by any means.

·        Procurement of seeds should be completed one/ two months before actual demonstration.

·        Provide complete freedom for mobility of scientist and RAs for better work.

·        Hire machinery well before by floating tender.

·        Renovate the godown if it is within the reach of NAIP.

·        Scientists have to do frequent visit to the site for better monitoring of the project work.

·        PI may be contacted for financial constraint.

Proceedings of the meeting of PI & Co-PI for reviewing the progress of the work on 05.07.2008 at Deans Chamber

 

 

A meeting was held on 05.07.2008 in the Chamber of Dean, Faculty of Agriculture, BAU in presence of PIs, Co-PIs of NAIP, Component-3 Project on “Developing Sustainable Farming System Models for Prioritized Micro-Watersheds in Rainfed Areas of Jharkhand” under the Chairmanship of Dr. A.K. Sarkar, Dean, Agriculture to review the progress of work and other technical matters.

 

Following members were present:

Following matter were discussed & decision were taken:

·        First of all Chairman, reviewed the progress of the project work individually from PI&each Co-PI.

·        Dr. S.K. Pal, PI, NAIP briefed about the progress of the report and informed that 4.0q of maize, 5.6q of low land rice, 6.0q of medium land rice, 2.3q of pigeonpea and 2.0q of urd seeds were distributed among 1535 farmers for field demonstration in kharif, 2008 which cover around 61.37 ha. area. Apart from seeds 70.50q of urea, 67.00q of DAP, 24.00q of MoP, 170.00q of lime, 10.00q of feed and 5.00q of lindane were also distributed. RRA report is being compiled. PRA format is ready and it will be finalized after cross checking by Co-PIs and RA’s.

·        Chairman suggested that the prioritization of watershed was necessary and told that watershed map was necessary. You can take map from ATMA, Dy. Director, Mr. Shivam Thakur from ASCO at Jamtara. Land situation verification is also essential before layout of trials & documentations.

·         Dr. S.K. Pal, PI informed about the problem of labour and chemicals for soil testing. Dr. Arvind Kumar, Co-PI, SSAC, informed that he needs at least two labour continuously for soil testing. Chairman suggested to keep one labour continuously for six months and keep one labour need based on contractual  basis as per need of work. And after six months the situation will be reviewed. We should not call RA for lab work in headquater during crop season. We can call RA for some time (15-20 days) during off season only.

·        Dr. Arvind Kumar informed that there were some problem in acquiring chemicals due to selected suppliers. Dr. A.K. Singh, Co-PI suggested that first gave letter to the selected shop owner. If he will deny, place order immediately to others. He also requested to do some soil analysis for his pond’s soil (like NPK) as he is doing only analysis for disolving O2 & Co2 in water.

 

·        Chairman suggested for doing analysis of water for irrigation quality. NAIP related soils should be analysed by Dr. Arvind Kumar and it should not be refered to soil science department.

·        Dr. A.K. Jaiswal informed chairman that he was sending 5 quintal brood lac for lac cultivation demonstration (1.5q for Dumka & 3.5q for Jamtara). He conducted training on lac cultivation at Ranchi for farmers of Jamtara & Narayanpur Block.

·        Dr. S.K. Pal, PI, informed Chairman that he was going to Bhubaneswar for meeting on gender based livelihood security.

·        Chairman suggested that we can include pig, goat, mushroom, lac, processing, women interest group formation etc. in gender based livelihood security.

·        Er. D.K. Rusia informed that 3 wells were renovated & 6 are under renovation with farmers participation. 60 ditches are under construction. Ponds & tanks were not initiated due to unavailability of JCB machines in short time & early onset of monsoon. But it will be initiated after monsoon.

·        Chairman suggested that the requisition be sent to Head, Agricultural Engineering Department for necessary action.

·        Dr. S.K. Pal, PI informed that we are facing problem in Jamtara due to unavailability of godown for storing inputs. Er. D.K. Rusia informed that there is an underbuilt construction for godown in ATMA campus that could be renovated.

·        Chairman suggested that if it would possible do it. It was suggested that the matter will be finalised in the next visit to Jamtara.

·        Dr. S.K Pal, PI informed that during his visit he observed that there was lac of Co-ordination between RA’s and distribution of RA’s were unequal (3 in Dumka & 5 in Jamtara).

·        Dr. A.K. Jaiswal suggested for direction of Co-PI to RA’s for Co-ordination. Chairman suggested to organise orientation programme at Dumka & Jamtara.

·        Dr. S.K. Pal informed that there was letter from PIU, NAIP, ICAR for committee formation at village level for transparency in input distribution.

·        Chairman suggested that we have to follow the ICAR guidelines. Watershed guidelines may be distributed to all Co-PIs.

·        PI & Co-PIs raised question for movement of RA in field & it was suggested that each RA’s can be paid Rs. 2/km within fixed (ceiling) range of Rs. 500/- per month.

·        Chairman suggested that PI & Co-PI should meet at Dumka & Jamtara in alternate month and at least during  crop season one scientist  should visit the site in every 15 days.

·        Committee decided for a movement register for RA at office for each day (common) & one date wise field register for each RA should be necessary.

·        Er. D.K. Rusia informed that there was a labour in Jamtara office for maintenance and suggested that two RA’s should be in charge of labour & office irrespective of whether they are living in office or not.

·        Chairman suggested that this should be decided in consultation with RAs posted at Jamtara.

·        PI informed that in the begening 4 RAs were posted both at Dumka & Jamtara. But presently, Mr. Narendra Kumar Sharma,RA of CURRS,Hazaribagh permanently working at Jamtara,since last 3-4 months as per the instruction of Dr. R.K.Singh,Co-PI CURRS, Hazaribagh,which has caused an imbalance (Dumka -3 RA & Jamtara -5 RA ) for smooth functioning of the work.

·         Chairman suggested that , Dr. R.K. Singh may be requested to post his RA at Dumka.
